Calabarzon, Alloy MTD to set up regional gov't center

CALAMBA CITY, Laguna, Jan. 24 (PIA) -- Calamba under the leadership of Mayor Joaquin M. Chipeco Jr. signed the Joint Venture Agreement with Alloy MTD Philippines represented by its president, Isaac S. David, an engineer, for the establishment of the Calabarzon Regional Government Center, during simple ceremonies held, Thursday, Jan 24, at the Calamba City Hall here. 

Alloy MTD, a multinational infrastructure development group headquartered in Malaysia, worked with Mayor Chipeco, Rep. Justin “Timmy” Chipeco, and other Calabarzon officials to bring into fruition the regional government center (RGC) or one-stop-shop government facility that will boost seamless interagency coordination and public service delivery. 

Also present in the signing was the Malaysian contingent including Alloy MTD President and CEO DatoAzmil Khalid, MTD Group Chairman Dato’ Dr. NikHussain Abdul Rahmanand, and the MTD board of directors. 

Alloy MTD shows confidence in the country through their P2.5-billion investment in the province which is on top of the Malaysian conglomerate’s commitment to pour in some P22-billion worth of additional investments in the Philippines for power generation, building, and housing ventures. 

Alloy MTD will start the construction of the first four buildings of the RGC which can accommodate more than 50 national government offices presently scattered in Metro Manila, Cavite, Laguna, Batangas, Rizal, and Quezon. 

David said that the regional government hub, to be opened in phases over a period of two years, will be turned over to the government over 30 years through a build-lease-transfer scheme in support of President Benigno S. Aquino III’s public-private partnership program. 

Cong. Chipeco, in his welcome address, said that Calamba takes pride to be the site of the Regional Government Center in the region. 

The young legislator said that he will continuously push for reforms that are focused on creating more jobs and new opportunities to achieve full employment and on significantly reducing poverty. 

In his message, Mayor Chipeco extended his deep appreciation to the Malaysian group for their investment which will not only decongest Metro Manila but bring about ease, comfort, and other tremendous benefits to millions of constituents and business establishments not only in Calamba and Laguna but also to other provinces nearby. 


Issuance of business permits, licenses, marriage and birth certificates, passports and other essential services, will now be readily available to the public in one contiguous area with state-of-the art facilities and equipment with improved internet connectivity, aimed to improved the quality of good governance by reducing the time and cost of doing business in the Philippines. 

Dato Khalid, in his message to the city’s officialdom and officials of various agencies, said that he has full confidence in the Philippines and that Alloy MTD will continue to support efforts specifically to help the government decongest Metro Manila and open more business opportunities in the countryside. 

He likewise believes that Calamba City, cited as the most business-friendly city in the region, is in the right direction towards becoming a key player and major contributor not only in local development but also in national development as well as international trade and investments, and hopes that the other one-stop-shop regional government centers will likewise be established in other key areas of the Philippines.
